The Private Investment Promotion Agency (ProInversión) presented a portfolio of investment projects totaling more than USD 21 billion for the 2026–2028 cycle, within the framework of the new Public-Private Partnerships (APP 5.0) model. The announcement was made during the “Business Leadership Circuit” organized by the Lima Chamber of Commerce and marks the beginning of a stage aimed at strengthening investment projects and promoting international best practices in public and private participation.
The portfolio includes 66 strategic projects in key sectors such as transportation, sanitation, irrigation, energy, health, education, mining, tourism infrastructure, and real estate. Notable projects include Lines 3 and 4 of the Lima Metro, new port terminals in Loreto, the Huascarán Cable Car, the expansion of natural gas use in Arequipa, Moquegua, and Tacna, water treatment plants, and the High-Complexity Hospital of Lambayeque.
The APP 5.0 model represents a new generation of public-private partnerships that seeks to strengthen project management throughout their life cycle by incorporating key elements such as the involvement of specialized Technical Assistance, the management of disputes related to project execution through mechanisms such as Dispute Resolution Boards, the application of international standards, and the participation of multilateral financing agencies, among others.
Regarding the legal implications that all of this entails, an important effect is greater specialization in the management of the contractual models applied in this new generation of public-private partnerships. In this context, the entities involved would gain broader knowledge of the main contractual milestones, with a view to greater contractual and legal certainty. This will progressively foster greater confidence in investment projects, both for the public administration and for any private actor interested in entering the national market.
