Public investment in Peru reached a historic record in 2025, exceeding PEN 60 billion in execution, according to figures from the Ministry of Economy and Finance (MEF). This result confirms a trend of sustained growth and consolidates public investment as one of the main drivers of economic recovery, public works execution, and the reduction of infrastructure gaps nationwide.
According to official information, public investment budget execution exceeded 85% of the allocated budget, reflecting increased momentum in infrastructure projects linked to priority sectors such as health, education, sanitation, and transportation. This performance is largely attributable to stronger coordination among the national government, regional governments, and local governments, as well as to the adoption of measures aimed at streamlining the management of public projects.
The sustained growth of public investment has a direct impact on public procurement and project execution, increasing the importance of compliance with the regulatory framework applicable to State investment projects. For public entities and private companies participating in government procurement processes, this context reinforces the need for adequate legal advice in areas such as administrative law, public procurement, and legal risk management.
At the same time, the record level achieved presents significant challenges in terms of transparency, public spending control, and accountability in project execution.
