ProInversión promotes the concession of eight regional airports and its impact on construction law

The Private Investment Promotion Agency (ProInversión) announced the formal incorporation of the “Third Group of Regional Airports” project into the private investment promotion process, scheduled for the end of the first quarter of 2026. The initiative contemplates a preliminary investment of USD 220 million and is structured under the Public-Private Partnership (PPP) modality, with the purpose of modernizing, rehabilitating, improving, operating, and maintaining key airport infrastructure in various regions of the country (comprasestatales.org, 2026).

This airport package includes terminals located in Jaén (Cajamarca), Huánuco (Huánuco), Jauja (Junín), Ilo (Moquegua), Rioja (San Martín), Nuevo Chimbote (Áncash), Yurimaguas (Loreto), and the continued operation of the Chinchero International Airport (Cusco), considered a strategic node for national connectivity and tourism development (comprasestatales.org, 2026).

This initiative will allow for greater management of airport services by the public administration, particularly in three fundamental aspects: fostering a broader scope of investments by adapting a greater number of airport projects to the investment programs promoted by this initiative; providing greater impetus to compliance with the required standards; and, above all, adapting to the understanding of the main milestones in contractual management, thereby ensuring that the main actors in the various investment projects have a clear and precise overview of both their powers and their obligations, in order to mitigate any contingencies arising within the various investment projects involved.

An example of the foregoing is the progress of technical studies for airports such as those in Ilo and Huánuco, which incorporate specific analyses of infrastructure, as well as security systems and equipment—elements that require proper management of contractual risks and compliance with technical engineering criteria. The absence of clear definitions in these areas may lead to contingencies that far exceed expected thresholds.
