Technical assistance in PPP projects grows by 80% in 2025, generating legal challenges and opportunities

During 2025, technical assistance related to projects under the Public-Private Partnerships (PPP) scheme experienced significant growth, with an increase of approximately 80% in resource execution compared to the previous year. This progress, reported by the General Directorate of Multiannual Investment Programming (DGPMI) of the Ministry of Economy and Finance (MEF), reflects a greater capacity of public entities to develop analyses, studies, and technical support tools that improve the quality of investment projects promoted under PPPs (comprasestatales.org, 2025).

This translates into a dual intention expressed by the public sector: on the one hand, the intention to strengthen public management in procurement processes; on the other hand, the need for specialized assistance through which, in addition to obtaining a broader overview of investment project management, effective support can be provided in preventing the inherent risks of such projects.

This phenomenon represents a golden opportunity to promote multidisciplinary participation, allowing project management to be addressed from both a technical and a legal perspective, with the latter’s strength lying in the main contractual aspects through which technical assistance becomes an effective element for public entities in the more appropriate management of projects promoted throughout the country.

In summary, the growth of technical assistance in PPPs can help consolidate more efficient and sustainable practices, while underscoring the importance of comprehensive legal advisory services from the earliest stages of the investment cycle.
